EU steel and safeguard tariff quotas
How many tonnes of steel products each country may send to the EU at the lower duty, from the Official Journal.
What they are
Regulation (EU) 2026/1384 opens tariff quotas on imports of each steel product category in its Annex I. Each quota covers a yearly period from 1 July to 30 June, with the volumes set out in its Annex II. The quotas are shared out between countries of origin by implementing acts, such as Regulation (EU) 2026/1457, and each country's share has an order number. Safeguard measures, such as the one on ferro-alloys (Regulation (EU) 2025/2351), set quotas the same way. We read those acts' tables and list the current row for each order number. The duty above the quota
Under Article 2 of Regulation (EU) 2026/1384, when a quota is used up, or when a product has no quota, imports of the Annex I product categories pay an out-of-quota duty of 50 % ad valorem. The Regulation says this duty is in addition to other duties on those products, and that the earlier out-of-quota rate under Regulation (EU) 2019/159 was 25 %. Other safeguard measures set their own out-of-quota duty, shown on each row.
